All rights reserved.<p>Leggatt wrote an article based on the findings by Oban Multilingual<br>that 70% of internet users, some 900million people, do not have<br>English as their first language.<p>My comment<br>This is another instance of language unites us, but languages keep us divided.<p>The issue is whether it makes sense for a company to invest in other languages.<p>It is not enough to have a website in the target language but also a<br>customer service, documentation and payment facilities.<p>Furthermore, we mustn't assume that just because someone's first<br>language is not English that they cannot also do business in English.<p>The philosophical issue might therefore be, what right do we have to<br>assume that because someone is not a native speaker of a language<br>then they do not speak that language?<p>And a business ethics issue is, why is it that some IT companies do<br>not give customers the option to buy software in the language they<br>want? For example, I am writing this on a Samsung mobile but the<br>Windows Mobile system is in Spanish and many utilities are not<br>available in English;I do not write in Spanish. It is, of course, not<br>a technology problem. Part of the problem is a misunderstanding of the complexities of English, some of which are created by marketing strategies of publishers and language schools. Some is just pure mythology.<br /></p><p><br /> </p><p>At least English is not about getting the grammar right, it is about communicating with others. Most people are not interested in your grammar, but only in what you have to say.<br /></p><p><br /> </p><p>However, there is also an underlying issue here. A desire to learn the language. And by learning I do not mean being super proficient in the language but knowing enough for example to communicate with your GP at least on basic matters.<br /></p><p><br /> </p><p>The question immigrants have to ask themselves, and I am an expat living in Spain, is: do I want to learn enough to communicate in the language of the country I am living in? I am not one to automatically advocating going through the rigmaroles of having to take boring language classes. But a minimum functional knowledge of a local language can be achieved with little or no effort. <br /></p><p><br /> </p><p>The question is who has the duty to care: the native speaker or the non native language speaker? Of course, cooperation is always a good strategy. <br /></p><p><br /> </p><p>Language unites us, languages keep us divided. Except this unforeseen behaviour raises two questions. The first question: is this just herd behaviour? If everyone is saying sorry it is much easier to follow and say you are sorry. In the same way as when everyone was doing the equivalent of jumping off a cliff with other people's money, I guess, it was easy to jump off a cliff as well.<br /></p><p><br /> </p><p>The second question is this: what happened to "...and I won't do it again?" Usually when we say we are sorry we try to convince the other person of our genuine remorse by promising not to do it again? Even if this promise is some sort of short term confidence assurance. I have a feeling that we have to wait another six or seven years before we find out. Perhaps what brings us to the level of effectively utilizing this dialogue is the answer to the key question 'What makes a real dialogue?'<br /></p><p>Language is a primary driving force for a fully operational dialogue, <span><span xmlns=""><span xmlns=""><p><span xmlns=""><p style="text-align: center;"> </p></span> </p></span></span></span>but <a href="http://wkdnews.org/index.php?dat=speakers&start=10">Raghavendra Gadakgar</a>, of the Indian Institute of Sciences, also stressed that words and their meanings can only be defined in a limited way. For this reason, issues have to be examined from a multi-level and interdisciplinary approach that is supported by the creation of a cooperative society. Taking the issue of violence through lack of empathy as an example, he questioned through which channels scientists and intellectuals are able to integrate themselves in promoting discussions related to hostility in society?<br /></p><p>In the past half century, violence has had the tendency to shift from the international level towards an inter-societal path. According to <a href="http://www.unhcr.org/">UNHCR</a> High Commissioner <a href="http://wkdnews.org/index.php?dat=speakers&start=16">Jean-Pierre Hocké</a>, the outbreak of violence on a global scale is most likely to be prevented if localized violence is gradually eradicated and a culture favouring peace can be reinstated within communities that have been engaged<span><span xmlns=""> in aggressive interactions with others. Ethology, the study of animal behaviour patterns, takes a different viewpoint on violence: that it is deeply rooted in interpersonal affairs.</span></span><span><span xmlns=""><span><span xmlns=""><span xmlns=""><p><span xmlns=""><p style="text-align: center;"></p></span></p></span></span></span></span></span></p><p>Relationships have a critical element keeping the flame burning, only when both parties benefit simultaneously from the relationship. According to <a href="http://wkdnews.org/index.php?dat=speakers&start=28">Frans de Waal</a> of <a href="http://www.emory.edu/">Emory University</a>, the argument is "less about empathy or sympathy, than a reciprocal recognition that "you need the other guy" Thus we might optimistically extrapolate from de Waal's observations on social interactions among apes, that increasing globalization and encouragement of economic ties between states, should lead to a reduction in warfare as the relationship between different countries and their citizens becomes more valuable.<br /></p><p>Contemporary research in the medical sciences appears to have drawn closer to the realization that past theories of ideal biological determinism are grossly inadequate and misleading. Prof. Gadakgar emphasized that violent behaviour cannot be fully explained by the nature of genes alone, for if this were so, natural selection of non-violent genes would have already occurred. Rather, negative behaviour can be seen as a complex interplay between one's genetic make-up and the circumstances experienced during one's life span.<br /></p><p>Despite the diversity of views brought to the table, the often overlapping ideas are in fact an opportunity for individuals from various sectors in society to engage in a meaningful dialogue. According to <a href="http://wkdnews.org/info/speakers?start=4">Karen Cook</a> of <a href="http://sociology.stanford.edu/people/kcook/index.html">Stanford University</a>, such a discussion need not occur in a laboratory-based, controlled setting; other non-scientific channels such as art and poetry can also be important platforms. Furthermore, participatory research, the search for a common language, and the strong political will of the international community are all essential components of dialogue.<br /></p><p>While intellectuals have the obligation to increase the level of knowledge among the general public, putting solutions to the forefront remains the responsibility of all citizens and all actors within the complex network of society.<br /></p><p>Today we are in the process of harvesting information of various kinds at the local, national and international level. This can only be synthesized and assimilated through understanding knowledge acquired through different domains of expertise. Fear as a survival strategy which we impose or inflict on others. And fear in us because of the aggression of others aimed as us.<br /></p><p>But surely, to arrive at the position of "reciprocal recognition" to "need the other guy" we must think of the other "guy" as an equal first. And more importantly it not just the "other guy", there is also the "other gal" even if we are applying figures of speech. However, in thinking of others as equals we are in effect giving up some of our advantages we have over these others and giving them an advantage over us: i.e. altruism. The question is: are we prepared to do this? It might be in our favour (we get to live in peace and prosperity) but are we prepared to bet our lives on someone else's frame of mind? Some might, but some might not.<br /></p><p>Starting with the proposition then that "we must stop violence" cannot be a realistic option. Tit for Tat type of strategies have been show to work quite successfully without having to give up anything. And the beauty of cooperation is that it is no less a natural phenomenon, than violence is. in other words we don't even have to stop being human beings to check violence.<br /></p><p>But the salient feature about a tit for tat type of strategy is not the behaviour, I do what you do, but rather, I know what you are doing and you know what I am doing. Knowledge, therefore, ought to be the starting point if we really want to reduce, limit or stop violence of any kind. This is of course more or less the same position as the experts mentioned in the article. The next step is to ask ourselves, what kind of knowledge are we talking about?<br /></p><p>Once we know what each of us is really all about we start treating each other as equals. And as equals we can then play a Tit for Tat game. Once we expose the unfair advantage we or others have because of violence we are in effect initiating a process of neutralising that violence.<br /></p><p>Those who, therefore, put themselves as custodians of authority and power ought to have a duty to expose violence whenever and where ever they find it on this planet. Bush</span>'s speech success in 2001 might be linked to his ability to cast a message by telling a good narrative story, said Mary Jane Hurst, a professor of linguistics at <span style="font-weight: bold;">Texas Tech University</span>. The <span style="font-weight: bold;">Obama</span> campaign is using the same strategy.<br /></p><p>"George Bush did something interesting every time he spoke," she said. "He framed his messages and ideas as stories. That's a very appealing approach to <span style="font-weight: bold;">language</span> if the speaker can pull it off. People relate to <span style="font-weight: bold;">storytelling </span>and learn through stories, such as the <span style="font-weight: bold;">biblical parable</span>. The Obama campaign is making an effort to do the same thing."<br /></p><p>That's just one facet of how the language used in <span style="font-weight: bold;">speeches </span>can tell a lot about the <span style="font-weight: bold;">candidate</span> even if it's not intentional.<br /></p><p><span style="font-weight: bold;">Hurst </span>said that much thought goes into what is said and how it's said. She's written three articles that have studied candidate speeches and language usage including invoking <span style="font-weight: bold;">religion</span>, using clever <span style="font-weight: bold;">metaphors </span>and even <span style="font-weight: bold;">pronoun usage</span>.<br /></p><p>"The convention speeches usually are aimed at unifying the party, whereas inaugural speeches are trying to unify the country," Hurst said. "The different functions of the occasion result in <span style="font-weight: bold;">language differences</span>. In Clinton's 1992 convention acceptance speech, for example, the word <span style="font-weight: bold;">hope </span>was repeated several times. As Hurst points out story telling is a well established method in religion. Ironically, this is the very opposite of the "sound bite" so beloved by TV. stations. The Royalist, which sunk of the coast off <a href="http://maps.google.co.uk/maps?t=h&hl=en&ie=UTF8&ll=52.137744,-10.273762&spn=0.370021,1.213989&z=10">An Daingean, Co Kerry</a>, Ireland (Google Maps), had a crew of 18 with most speaking a different language. The skipper of the UK registered boat did not speak English. The investigators found a weather-tight door was open despite a notice in English warning to keep it shut.<br /></p><p><span style="color:blue;"><strong>Comments<br /></strong></span></p><p>It was recently reported that the <a href="http://en.wikipedia.org/w/index.php?title=Mary_Rose&oldid=230120035">Mary Rose</a> (Wikipedia) suffered a similar fate when most of its crew did not speak English. In <a href="http://lawlang.blogspot.com/2008/08/language-is-cost.html">my blog entry</a> on the Mary Rose story I said that language is a necessary cost, but not sufficient for the stability of the business. However, it seems that owner of ships and boats do not take language as a serious factor.<br /></p><p>The other factor the Royalist has in common with the Mary Rose is low labour cost. We can safely assume that the reason the crew of the fishing boat were not Spanish or British is because the crew were not paid enough to attract skilled people.<br /></p><p>The issue here is that globalisation seems to require a common language. But does this form of discrimination betrays a lack of sensitivity and fairness in today's society? What has happened to our supposed belief in equal opportunities, political correctness, racial equality and tolerance? How can we still discriminate on such arbitrary factors as one's looks? After all, being born with a uneven set of teeth is no less <strong>a biological event</strong> than being born black or a woman.<br /></p><p><span style="color:blue;"><strong>Bottom Line<br /></strong></span></p><p>Biological communication can sometimes be in conflict with our rational idea of <strong>justice</strong> and <strong>fairness</strong>. Basically, they pick up on a weak or irrelevant criterion such as exam passes to promote their policies and neglect to take into account other factors which have critical value in developing skills. Such serious mistakes are very easy to make because certain factors are much easier to promote and monitor. Next year's results are more useful to a politician than the skills that a young child will develop in fifteen years time. She also writes about the opinions expressed by Senators McCain and Obhama, who both seem to be positive about language diversity.<br /></p><p>Kelly also writes: "The Quality of Life Index, published by The Economist in 2005, showed that the five countries with the highest standard of living were Ireland, Switzerland, Norway, Luxembourg, and Sweden." She put this down to having a European address and, "they promote multilingualism."<br /></p><p><span style="color:blue;"><strong>Comment<br /></strong></span></p><p>National language is an old issue and it seems to me that the American preoccupation with languages is the more politically correct option than religious diversity. Europe, it seems, is more concerned with religious diversity. Apart from a few fringe interests, Europe does not have a language problem, only a huge translation bill. <br /></p><p>However, I have my doubts whether Kelly was right in putting a lot of emphasis of the Quality of Life Index. To being with, a lot has happened in Europe since 2005. But I would say that the reasons why the Scandinavian countries have the highest quality of life is because they are countries with a small population, but more importantly, they have strong social policies. For example, I doubt if there is anyone in these countries who does not have health cover.<br /></p><p>I agree that knowing different languages can go along way to help us communicate with each other, but as I have indicated many times in this blog, it is not the ideal state of affairs. Business people might be in a better position to benefit from knowing different languages, not only because business is a neutral activity, when compared to politics or culture, but also because the objectives are clear. Advocates of patient care believe that this is a step forward in health care, but some professional thinks that this policy only helps lawyers and negative reporting. Saying is sorry, must surely be an important act of communication. But this can only be the first step and an opportunity to really improve health care.
