Putting on my analytical philosopher's hat first:
-What do we mean by speak or master?
-What are the necessary and sufficient conditions for a child (or adult) to learn another language?
-What about context of learning the language and culture of the language?
 
And for my language teaching hat:
-Context is key here (family, friends, growing up in different countries..)
-A class environment is one of the worst environments to teach languages: children want to pass exams with minimum hassle from adults.
-And what languages to teach?
